Project summary

DE-ployment helps cities and governments turn district heating and cooling ambitions into investable, implementable projects.

District energy can reduce urban emissions, improve energy efficiency, and strengthen resilience—but deployment is often slowed by fragmented policy, limited capacity, and financing challenges. DE-ployment addresses these barriers with free, practical guidance and digital tools for every stage of market and project development.

What it provides

  • Implementation guidance: An eight-step project process, business models, checklists, and market-enabling guidance.
  • Readiness assessment: A 42-question tool to assess market conditions, identify stakeholders, and compare district and building-level options.
  • Proven practices: 14 integrated case studies across seven market types and 19 thematic best-practice examples.
  • Evolving knowledge base: Technical, financial, and policy resources that are updated as the market develops.

Developed under the IEA DHC Technology Collaboration Programme, DE-ployment is an open resource for public authorities, utilities, developers, and partners advancing district energy.
